What Is The Idaho State Building Authority?

In 1974 the Idaho Legislature enacted the Idaho State Building Authority Act of 1974. The Act authorizes the Authority to finance the acquisition, development and construction of facilities for state government and community college districts in Idaho by issuing bonds payable with revenues derived from leasing the facilities. The Act limits the Authority to providing facilities solely for state agencies and institutions or community college districts, and requires user agencies or districts obtain “prior legislative approval” to enter into agreements with the Authority. The Act delegates broad power and discretion to the Authority as it relates to acquiring property, planning and development of facilities, contracting for facility design and construction, and financing. The debts and obligations of the Authority are not liabilities or obligations of the State of Idaho or any of its entities.
